Citizens of the United States residing overseas indefinitely may vote a federal ballot through the mail or emailed, if their last address in the United States was in Rockford, IL.

United States Citizens serving in the United States Military Service and their spouses, who are citizens, may receive a ballot through the mail or by email using the FVAP absentee ballot application.

A ballot application received after January 1st of any year is applicable for all elections in that calendar year. To avoid delays, an absentee ballot application may be downloaded from the Federal Voting Assistance Program website at www.fvap.gov or https://move.elections.il.gov. The completed FVAP absentee ballot application may be mailed to the address below, faxed to 815-987-5757 or emailed to This email address is being protected from spambots. You need JavaScript enabled to view it.. The ballot will be delivered to you through the method you choose: mail or email.

However, Illinois law requires that the voted ballot be mailed back to our office. The voted ballot must be mailed to our office no later than midnight election day, and received no later than 14 days after the election to be counted.
